Recruitment Process and Terms of Reference

Detailed Terms of Reference (ToR) for each position will be issued against which candidates will be identified. The ToR will include clear objectives, expected results, activities, benchmarks, reporting structure and details of “on-the-job training” to be provided by the expert. The focus of the ToR will be on creating a lasting impact through the development of policy documentation, program guidelines etc. The ToR will also state the precise duration of assignment and expected assistance which will be provided to the IARCSC in implementing the various institutional reforms as indicated in the Public Administration Reform programs of the National Development Plan. Each selected candidate will report to the Executive Committee (ExC) of the ARTF-ExS program and the ministry/government agency to which they are appointed. General ToR for senior-level posts may include, among other tasks:

  • To assist in developing the institutional capacity of the line ministry including preparing ordinary and development budget;
  • To assist in conducting, where necessary, functional reviews of the ministry’s structure, staffing, and management; and
  • To design and develop monitoring and evaluation systems.

 Specific vacancies for each single position will be advertised (see also Job opportunities) and distributed amongst the qualified Afghan expatriates and other Afghanistan-related news and information networks as well as in some international media.
