The Ministerial Advisory Committee
(MAC) comprising of eight ministries has provided program guidance,
including detailed compensation levels, selection procedures and
areas of priority placement. The MAC is chaired by the Vice
President and Chairman of the IARCSC, His Excellency Hedayat Amin
Arsala. The selection of expatriate Afghan
experts will be objective and merit based. Selection criteria will
include the following:
Educational background, preferably Ph.D. or M.S. or M.A., or
equivalent qualifications;
Relevant work experience inside and outside Afghanistan;
Track record of working in a team environment;
Experience in training and mentoring;
Communications skills: understanding, speaking, writing and
reading of Pashto/Dari and at least one of the international
languages;
Supervision, monitoring, and evaluation experience;
Cultural sensitivity to bridge the gap between local Afghans and
international consultants;
Willingness and enthusiasm to work in Afghanistan for an extended
period of time;
Knowledge of economics and accounting; and computer skills would
be advantageous.
In addition to the above requirements,
candidates for high-level positions should have the following
qualifications:
Experience in designing and developing projects and programs;
Ability to prepare documents for a variety of requirements and
donors;
Background in institutional development and management;
Broad knowledge of donor/government practices and procedures;
Ability to resolve practical difficulties associated with project
planning, execution and monitoring;
Good analytical skills and ability to consult stakeholders.
